This is not a bug (it wasn't a bug for us). As the description in your screenshot says, the thread/tobirama rewards are only obtainable when upgrading your armor during the event. That's why it's called "Armor Rebates", it's like a discount for threads, and as you don't need threads anymore with armor lvl9, you get tobirama instead for the last one.

On the other tab you get (as you already mentioned) rewards even if you upgraded your armor before.

But given the fact that the german version isn't directly linked to the english one, you should ask such questions in the english forums as things might work differently on your side.
